I have drawn a chart for 19/1/2023, 23:18, N 53 02 00 W 008 51 30
The Ascendant shows 12 degrees 56 minutes Libra.
I drew a chart with two free online services with the result of 6 degrees 45 minutes Libra.

I'm not sure which is correct and I suspect this is a bug.

Something is clearly wrong with my installation. Perhaps I should reinstall.
I should also revisit a horary chart I recently drew concerning a romantic interest. I may have gotten things seriously wrong

It's not about reinstalling. Judging by your screenshot, the difference with GMT is not 0.
